4: Rich Swann: This feud with TJ Perkins has elevated Swann to the point where he could leave the division entirely.

3: Mustafa Ali: This kid is too damn good. He just needs something to pull himself in with fans.

1: Kalisto: The new Cruiserweight Champion personifies the high-flying nature of the division, but he needs a real opportunity to develop his character.
